What worked for me was going to App Store Connect > Business. Then signing all the necessary agreements, compliance, tax and connecting bank account etc. If you forget to set up the Business part in App Store Connect (because you mainly spend time in the Apps page) RevenueCat will be blocked. I'm not 100% sure if this was the solution to this problem because it was quite some time ago, but I believe this could be a possible reason. But I am sure that the problem is not the acceptance of App Store Review, because the RevenueCat paywall needs to work (and can work) before getting accepted by App Store Review.
