The problem with your response is the attached. My subscriptions are all ready, but my subscription page says, "Your first subscription must be submitted with a new app version. Create your subscription, then select it from the app’s In-App Purchases and Subscriptions section on the version page before submitting the version to App Review." But no option to do this shows up in the main window on the submission page.

I know!! It's driving me crazy. So unhelpful, even when I provide notes about the issue.
