Comment on Guideline 3.2
The message that I get is the next: Guideline 3.2 - Business Users come to the App Store expecting to find apps they can pick up and use, so we check every app to see if it is meant for a wide audience. For apps designed to be used by a specific business or organization, we work with developers to choose the right distribution option for their app. We found in our review that your app is designed to be used by a specific business or organization, including partners or employees. Custom app distribution through Apple Business Manager or Apple School Manager is the best way to make these kinds of business apps available to your target audience. Next Steps Follow these steps to distribute your app using custom app distribution: Have the business or organization your app is designed for enroll in Apple Business Manager or Apple School Manager. Change your Pricing and Availability setting in App Store Connect to make your app available to specific businesses or organizations. Resubmit your app for review. Once the app has been published, businesses and organizations will be able to find your app on Apple Business Manager or Apple School Manager. Resources Learn more about distributing apps on Apple Business Manager and Apple School Manager. See the availability of Apple education and business programs in your region. Answering your questions, the approved app is not in the App Store because I rejected the Binary when it was pending publication, I explained this several times to the reviewers and I resubmit another binary, but I don't know if I should wait for them to answer me first before sending a new binary.

Comment on Guideline 3.2
Hello, I did not publish at that time because the company delayed the launch, they had a marketing plan to launch the app and it could not be executed. The reason for rejection was that the app did not have functionalities for an ordinary person who enters the App Store, and I explained that later we would add more functionalities for an ordinary user, two features were added for users without credentials, which are news feedback public and an option to request visits to the facilities, since we have a very large flow of daily visits. After adding these features, the app was accepted. Now they reject the app because they think that my app should be in Apple Manager Bussines, the app allows login with employee credentials, but also allows public access for ordinary citizens who are not employees or contractors.
