Have the business or organization your app is designed for enroll in Apple Business Manager or Apple School Manager.
Change your Pricing and Availability setting in App Store Connect to make your app available to specific businesses or organizations.
Resubmit your app for review. Once the app has been published, businesses and organizations will be able to find your app on Apple Business Manager or Apple School Manager.

Answering your questions, the approved app is not in the App Store because I rejected the Binary when it was pending publication, I explained this several times to the reviewers and I resubmit another binary, but I don't know if I should wait for them to answer me first before sending a new binary.
