We are upgrading macOS (minor versions and potentially major versions) using a scripted approach: Install the InstallAssistant package via installer Trigger OS install via startosinstall On MDM-managed assets, OS update policies appear to prohibit or interfere with the update flow. The update often fails with startosinstall reporting “Helper tool crashed…” during the “Preparing” phase. Steps to Reproduce On an MDM-enrolled Mac with OS update restriction/deferral policies applied, run: sudo /usr/sbin/installer -pkg /Path/To/InstallAssistant.pkg -target / && echo 'MACOS_PASSWORD' | /Applications/Install\ macOS\ Sonoma.app/Contents/Resources/startosinstall --agreetolicense --forcequitapps --stdinpass --user MACOS_USER Actual Result Package installation reports success, but startosinstall fails during preparation with: Standard Output installer: Package name is macOS15.7_SoftwareUpdate installer: Upgrading at base path / installer: The upgrade was successful. By using the agreetolicense option, you are agreeing that you have run this tool with the license only option and have read and agreed to the terms. Preparing: 24.9% Standard Error Helper tool crashed... notes.log Install.log is also attached. Questions for Apple / Ask: We suspect this crash is caused by MDM OS update restrictions/policies. We need Apple’s recommended method to perform macOS updates (minor + major) when MDM is present, especially in environments where update deferrals/restrictions may be configured.

iOS 26 beta: Enterprise-distributed apps fail to launch (NSPOSIXErrorDomain Code=85) while Xcode-installed builds run
Environment Devices: e.g., iPhone 12 mini, iPhone 16 (multiple units) OS: iOS 26 beta 2 and beta 4 (23A5297m) Distribution: Apple Enterprise Program (In-House), deployed via MDM InstallApplication Tooling: Xcode (latest available for iOS 26 betas) Summary Apps signed for Enterprise (In-House) distribution install successfully on iOS 26 betas via MDM, but terminate immediately on launch. The same builds run if installed from Xcode on the same devices. This is a regression from pre-iOS 26 versions where Enterprise builds installed via MDM launched normally. Steps to Reproduce Archive an iOS app and export for Enterprise (In-House) distribution. Deploy the .ipa via MDM using InstallApplication to a device on iOS 26 beta (e.g., 23A5297m). Tap the app icon to launch. Actual Result The app quits instantly on launch. System logs show launchd/runningboard errors, including NSPOSIXErrorDomain Code=85 (“Bad executable (or shared library)”): runningboardd(RunningBoard)[34]: Process start failed with Error Domain=NSPOSIXErrorDomain Code=85 "Bad executable (or shared library)" UserInfo={NSLocalizedDescription=Launchd job spawn failed} runningboardd(RunningBoard)[34]: Launch failed with Error Domain=NSPOSIXErrorDomain Code=85 "Bad executable (or shared library)" SpringBoard(FrontBoard)[35]: Bootstrapping failed ... Works on iOS versions prior to 26. Works on iOS 26 betas when installed from Xcode (developer-signed run). Fails only for Enterprise (In-House) builds delivered via MDM. Additional Notes / Possibly Related We also reproduced a similar failure mode with a minimal Safari Web Extension project: it installs and appears under Settings → Safari → Extensions, but enabling it and opening Safari produces: “ is no longer available.” Building a fresh project with a new bundle ID shows the same behavior on iOS 26 beta (23A5297m). Logs contain: Error occurred during transaction: The provided identifier "" is invalid. Running from Xcode (debug build) works. Workarounds None identified for Enterprise/MDM distribution. Only Xcode-installed builds run. Impact Blocks Enterprise deployment to our fleet on iOS 26 betas. Feedback / Attachments Included: sysdiagnose from an affected device, minimal Xcode project demonstrating the issue, Enterprise-exported app, and reproduction notes. Providing client with IPA for internal distribution
Hey folks, I work as a software development consultant. We develop enterprise applications for our clients, and the apps we create are usually for internal use. We've ran into a bit of a conundrum with a client who doesn't have their own Apple Enterprise account, and neither do we as we don't meet the criteria, but they're wanting to distribute an application we've built for them via their own MDM software. We are not entirely sure how to provide them with a distribution ready .ipa file that isn't AdHoc and will be recognized as a secure app. We've looked into generating a Developer ID provisioning profile and accompanying cert, however we're running into a problem where the platform of our app (iOS) doesn't match the platform required by the Developer ID profile (macOS). I've also come across the idea of resigning an .ipa, but again, the client doesn't have a Apple Developer account and expects the working .ipa to be included in the service rendered. Any suggestions or advice or documentation around the subject would be greatly appreciated. Thanks, Ale

Activation Lock Bypass Code
We are having issues working with bypass codes the server creates when initiating Activation Lock through MDM. We are able to use the device-generated bypass codes without issue. When using the end point to request activation lock as specified in https://developer.apple.com/documentation/devicemanagement/creating-and-using-bypass-codes/ we get a 200 response. But when using the endpoint to bypass the activation lock, we get a 404 response. If we try to manually input the activation lock bypass code, it also does not work. Both of these methods work with the device-generated bypass codes. Just to clarify when testing the server generated codes, we ensured that we did not test the device-generated codes. All of this was tested on iOS devices. Created feedback ticket FB21365819 with device specific details.

iOS 18 - Unable to receive files using AirDrop when "allowListedAppBundleIDs" restriction key is used
On a supervised device running iOS 18 without any AirDrop restrictions applied, when a profile with allowListedAppBundleIDs restriction key is installed, the AirDrop sound plays. But still the accept prompt does not appear, making it impossible to accept files. The prompt works as expected on iOS 18 devices to which the allowListedAppBundleIDs restriction is not installed. This issue occurs only on supervised iOS 18 devices to which the allowListedAppBundleIDs restriction is being applied. Device must be in iOS 18 version > Install the (allowListedAppBundleIDs restriction) profile with the device > Try to AirDrop files to the managed device. The expected result is that the accept prompt must pop up but it does not appear. This issue is occurring irrespective of any Whitelisted bundle ID being added to the allowListedAppBundleIDs restriction profile. Issuing Estimates, Invoices, and Receipts for Apps (Corporate Use)
Hello, I would like to ask a question regarding documentation related to app sales. Currently, I’m researching the sales process for an app and realized that I lack sufficient understanding when it comes to creating official documents such as estimates, invoices, and receipts — especially when dealing with corporate clients. In our company’s case, we can issue documents based on the net revenue (after platform fees are deducted). However, when issuing these documents to a client, would it be more appropriate to include a breakdown showing both the platform fee and the app usage fee? Is there any way to check if iOS Enterprise App is allowed in devices >= iOS18?
Hello, I'm working in the team with 70 i(Pad)OS test devices running 24/7, and 40 of them are iOS 18 or 26. The problem is: for enterprise apps to be tested (signed with ADEP inhouse profile) the devices over iOS 18 require Enterprise App developers to be allowed at least once with physical control on-device after reboot, which is quite burdensome because we put all the devices in the restricted area, supposed to be used from the remote. Devices are logged into Apple ID for the prevention of Activation Lock but no preparation nor management via MDM over Apple Configurator 2. Is there any binary, tool, app that can check (letting us allow devices for those developers would be even better) if the Enterprise App developer(s) are allowed for the device via terminal or VNC?

I want to get the number and use it for app auto activation Is MDM required for supervised devices? Or, as long as a device is enrolled through Apple Business Manager? MDM AppConfig: Configuration Plist Structure Discrepancy (Top-Level 'configuration' Key)
I'm currently implementing a managed app using the new AppConfig specification. I referred to Apple's official documentation: Specifying and decoding a configuration. DeviceInformationCommand Not Received After Enrollment – MDM Push Issue
Hi everyone, I'm running an Apple MDM service and encountering an issue where a number of devices stop receiving MDM push commands within 10 days of profile installation, even though everything appears to be set up correctly. Environment: MDM profile is installed and verified (status: OK, result: SUCCESS) Devices are cellular-enabled with no connectivity issues APNs certificate is valid (thousands of other devices are communicating normally) The command being sent to devices is DeviceInformationCommand No "NotNow" response or any check-in received from the affected devices for over a week Issue: We send DeviceInformationCommand to devices to retrieve device information and update the last communication timestamp. However, a subset of devices simply stop responding to this command within 10 days of profile installation. The last communication date is not being updated, and no response — not even a "NotNow" — is coming back from these devices. Since other devices on the same MDM setup are working fine, I've ruled out APNs certificate expiration and general server-side issues. Questions: Are there any known management points or configuration settings that could cause a device to silently stop receiving DeviceInformationCommand shortly after enrollment? What diagnostic steps would you recommend to identify the root cause on the device or server side? Are there any known bugs or reported issues related to this behavior in recent iOS versions? Is there any way to recover the MDM communication without requiring the user to re-enroll? Any insights or suggestions would be greatly appreciated. Thank you!

Problem Agreements
Hi everyone, I’m sharing this because I’ve been stuck with this issue for over two weeks, and I still haven’t found a solution — or received a meaningful response from Apple Support. A yellow banner has appeared on my account saying: “The Apple Developer Program License Agreement has been updated and needs to be reviewed.” But here’s the problem: I’ve already accepted the latest agreement long ago. When I log into both: App Store Connect Developer Portal …there’s no new agreement to accept, no prompt, no button — absolutely nothing new. The yellow banner simply refuses to go away, and it's preventing updates. ABM Sync Fails with “Terms and Conditions Not Signed” Error Despite Acceptance
We are experiencing an issue with Apple Business Manager (ABM) synchronization that is blocking our device management workflow. Issue Description: During the ABM sync process in our MDM, we receive the error: "ABM Terms and Conditions not signed." What We’ve Checked: Logged into the ABM portal as the Administrator and confirmed that the latest Terms and Conditions. Attempted to renew the ABM token on our existing server, but the same error message continues to appear in MDM. Tried creating a brand new ABM server integration, which also fails with the same error. We checked with our MDM provider and they shared the logs, response received from ABM. It says T_C_NOT_SIGNED. But we have already accepted all the new Terms in ABM. We would appreciate any help in resolving this issue or guidance on what steps to take next.

Web View Not Working in MDM ABM Enrollment for Apple TV
During MDM Automated Device Enrollment of Apple TV, the web view defined by configuration_web_url is not working. We are using the web view to display the usage policy for all devices. While the web view functions correctly for other devices, it is resulting in an error specifically for Apple TV. Could you please clarify whether Apple plans to implement support for this feature on Apple TV in the future or if it will not be supported? Device enrollment to ABM failing with timeout during setup
Hello, I’m facing an issue while trying to add iOS devices to Apple Business Manager (ABM) using Apple Configurator during enrollment. When going through the setup process, the device fails to complete enrollment and times out. I’ve tried it multiple times. The device does appear in ABM during the process and I am able to assign it to different MDM servers but since the setup times out and fails, the device is automatically released. I have tried this with multiple iOS devices and it times out on every single one of them. Steps attempted: Factory reset and re-enrollment of the device Ensured network connectivity is stable and tested on multiple Wi-Fi networks Tried the following process using Apple Configurator on Mac (wired): Created a Wi-Fi profile in Configurator Connected the iPhone via cable and used Prepare (manual configuration) Used the “MDM server” placeholder and trusted anchors (as recommended) Linked the device to the ABM organization Skipped Setup Assistant steps Attached the Wi-Fi profile, then prepared and wiped the device Verified that the device should appear in ABM Attempted to assign the device to my MDM in ABM Despite these checks, the enrollment process times out. I’m attaching a screenshot of the error for reference. Could someone advise what might be causing this timeout or how I can further troubleshoot this? Any guidance would be greatly appreciated. I tried the new feature of macOS 26.0 com.apple.configuration.app.managed. A configuration and its activation are defined with the data like this. We are upgrading macOS (minor versions and potentially major versions) using a scripted approach: Install the InstallAssistant package via installer Trigger OS install via startosinstall On MDM-managed assets, OS update policies appear to prohibit or interfere with the update flow. The update often fails with startosinstall reporting “Helper tool crashed…” during the “Preparing” phase. Steps to Reproduce On an MDM-enrolled Mac with OS update restriction/deferral policies applied, run: sudo /usr/sbin/installer -pkg /Path/To/InstallAssistant.pkg -target / && echo 'MACOS_PASSWORD' | /Applications/Install\ macOS\ Sonoma.app/Contents/Resources/startosinstall --agreetolicense --forcequitapps --stdinpass --user MACOS_USER Actual Result Package installation reports success, but startosinstall fails during preparation with: Standard Output installer: Package name is macOS15.7_SoftwareUpdate installer: Upgrading at base path / installer: The upgrade was successful. iOS 26 beta: Enterprise-distributed apps fail to launch (NSPOSIXErrorDomain Code=85) while Xcode-installed builds run
Environment Devices: e.g., iPhone 12 mini, iPhone 16 (multiple units) OS: iOS 26 beta 2 and beta 4 (23A5297m) Distribution: Apple Enterprise Program (In-House), deployed via MDM InstallApplication Tooling: Xcode (latest available for iOS 26 betas) Summary Apps signed for Enterprise (In-House) distribution install successfully on iOS 26 betas via MDM, but terminate immediately on launch. The same builds run if installed from Xcode on the same devices. This is a regression from pre-iOS 26 versions where Enterprise builds installed via MDM launched normally. Steps to Reproduce Archive an iOS app and export for Enterprise (In-House) distribution. Deploy the .ipa via MDM using InstallApplication to a device on iOS 26 beta (e.g., 23A5297m). Tap the app icon to launch. Actual Result The app quits instantly on launch. System logs show launchd/runningboard errors, including NSPOSIXErrorDomain Code=85 (“Bad executable (or shared library)”): runningboardd(RunningBoard)[34]: Process start failed with Error Domain=NSPOSIXErrorDomain Code=85 "Bad executable (or shared library)" UserInfo={NSLocalizedDescription=Launchd job spawn failed} runningboardd(RunningBoard)[34]: Launch failed with Error Domain=NSPOSIXErrorDomain Code=85 "Bad executable (or shared library)" SpringBoard(FrontBoard)[35]: Bootstrapping failed ... Works on iOS versions prior to 26. Works on iOS 26 betas when installed from Xcode (developer-signed run). Fails only for Enterprise (In-House) builds delivered via MDM. Additional Notes / Possibly Related We also reproduced a similar failure mode with a minimal Safari Web Extension project: it installs and appears under Settings → Safari → Extensions, but enabling it and opening Safari produces: “ is no longer available.” Building a fresh project with a new bundle ID shows the same behavior on iOS 26 beta (23A5297m). Logs contain: Error occurred during transaction: The provided identifier "" is invalid. Running from Xcode (debug build) works. Workarounds None identified for Enterprise/MDM distribution. Only Xcode-installed builds run. Impact Blocks Enterprise deployment to our fleet on iOS 26 betas. Feedback / Attachments Included: sysdiagnose from an affected device, minimal Xcode project demonstrating the issue, Enterprise-exported app, and reproduction notes. Providing client with IPA for internal distribution
Hey folks, I work as a software development consultant. We develop enterprise applications for our clients, and the apps we create are usually for internal use. We've ran into a bit of a conundrum with a client who doesn't have their own Apple Enterprise account, and neither do we as we don't meet the criteria, but they're wanting to distribute an application we've built for them via their own MDM software. We are not entirely sure how to provide them with a distribution ready .ipa file that isn't AdHoc and will be recognized as a secure app. We've looked into generating a Developer ID provisioning profile and accompanying cert, however we're running into a problem where the platform of our app (iOS) doesn't match the platform required by the Developer ID profile (macOS). I've also come across the idea of resigning an .ipa, but again, the client doesn't have a Apple Developer account and expects the working .ipa to be included in the service rendered. Any suggestions or advice or documentation around the subject would be greatly appreciated. Thanks, Ale

Activation Lock Bypass Code
We are having issues working with bypass codes the server creates when initiating Activation Lock through MDM. We are able to use the device-generated bypass codes without issue. When using the end point to request activation lock as specified in https://developer.apple.com/documentation/devicemanagement/creating-and-using-bypass-codes/ we get a 200 response. But when using the endpoint to bypass the activation lock, we get a 404 response. If we try to manually input the activation lock bypass code, it also does not work. Both of these methods work with the device-generated bypass codes. Just to clarify when testing the server generated codes, we ensured that we did not test the device-generated codes. All of this was tested on iOS devices. Created feedback ticket FB21365819 with device specific details.

iOS 18 - Unable to receive files using AirDrop when "allowListedAppBundleIDs" restriction key is used
On a supervised device running iOS 18 without any AirDrop restrictions applied, when a profile with allowListedAppBundleIDs restriction key is installed, the AirDrop sound plays. But still the accept prompt does not appear, making it impossible to accept files. The prompt works as expected on iOS 18 devices to which the allowListedAppBundleIDs restriction is not installed. This issue occurs only on supervised iOS 18 devices to which the allowListedAppBundleIDs restriction is being applied. Device must be in iOS 18 version > Install the (allowListedAppBundleIDs restriction) profile with the device > Try to AirDrop files to the managed device. The expected result is that the accept prompt must pop up but it does not appear. This issue is occurring irrespective of any Whitelisted bundle ID being added to the allowListedAppBundleIDs restriction profile. Have attached a few Whitelisted bundle ID here com.talentlms.talentlms.ios.beta, com.maxaccel.safetrack, com.manageengine.mdm.iosagent, com.apple.weather, com.apple.mobilenotes, gov.dot.phmsa.erg2, com.apple.calculator, com.manageengine.mdm.iosagent, com.apple.webapp, com.apple.CoreCDPUI.localSecretPrompt etc. Have raised a Feedback request (FB15709399) with sysdiagnose logs and a short video on the issue.

Issuing Estimates, Invoices, and Receipts for Apps (Corporate Use)
Hello, I would like to ask a question regarding documentation related to app sales. Currently, I’m researching the sales process for an app and realized that I lack sufficient understanding when it comes to creating official documents such as estimates, invoices, and receipts — especially when dealing with corporate clients. In our company’s case, we can issue documents based on the net revenue (after platform fees are deducted). However, when issuing these documents to a client, would it be more appropriate to include a breakdown showing both the platform fee and the app usage fee? Is there any way to check if iOS Enterprise App is allowed in devices >= iOS18?
Hello, I'm working in the team with 70 i(Pad)OS test devices running 24/7, and 40 of them are iOS 18 or 26. The problem is: for enterprise apps to be tested (signed with ADEP inhouse profile) the devices over iOS 18 require Enterprise App developers to be allowed at least once with physical control on-device after reboot, which is quite burdensome because we put all the devices in the restricted area, supposed to be used from the remote. Devices are logged into Apple ID for the prevention of Activation Lock but no preparation nor management via MDM over Apple Configurator 2. Is there any binary, tool, app that can check (letting us allow devices for those developers would be even better) if the Enterprise App developer(s) are allowed for the device via terminal or VNC?

And we don't have problems with iOS versions > iOS 12. MDM AppConfig: Configuration Plist Structure Discrepancy (Top-Level 'configuration' Key)
I'm currently implementing a managed app using the new AppConfig specification. I referred to Apple's official documentation: Specifying and decoding a configuration. After some troubleshooting, I found that removing the top-level <key>configuration</key> wrapper resolved the issue. DeviceInformationCommand Not Received After Enrollment – MDM Push Issue
Hi everyone, I'm running an Apple MDM service and encountering an issue where a number of devices stop receiving MDM push commands within 10 days of profile installation, even though everything appears to be set up correctly. Environment: MDM profile is installed and verified (status: OK, result: SUCCESS) Devices are cellular-enabled with no connectivity issues APNs certificate is valid (thousands of other devices are communicating normally) The command being sent to devices is DeviceInformationCommand No "NotNow" response or any check-in received from the affected devices for over a week Issue: We send DeviceInformationCommand to devices to retrieve device information and update the last communication timestamp. However, a subset of devices simply stop responding to this command within 10 days of profile installation. The last communication date is not being updated, and no response — not even a "NotNow" — is coming back from these devices. Since other devices on the same MDM setup are working fine, I've ruled out APNs certificate expiration and general server-side issues. Questions: Are there any known management points or configuration settings that could cause a device to silently stop receiving DeviceInformationCommand shortly after enrollment? What diagnostic steps would you recommend to identify the root cause on the device or server side? Are there any known bugs or reported issues related to this behavior in recent iOS versions? Is there any way to recover the MDM communication without requiring the user to re-enroll? Any insights or suggestions would be greatly appreciated. Thank you!

Hi everyone, I’m sharing this because I’ve been stuck with this issue for over two weeks, and I still haven’t found a solution — or received a meaningful response from Apple Support. A yellow banner has appeared on my account saying: “The Apple Developer Program License Agreement has been updated and needs to be reviewed.” But here’s the problem: I’ve already accepted the latest agreement long ago. When I log into both: App Store Connect Developer Portal …there’s no new agreement to accept, no prompt, no button — absolutely nothing new. The yellow banner simply refuses to go away, and it's preventing updates. I’ve already: Cleared cache & cookies Tried Safari, Chrome, Firefox Logged in from different devices/networks Verified that I am the Account Holder Reported the issue via Apple Developer Support (more than a week ago) Despite clearly stating the urgency of the matter, I’ve received no fix and no timeline. This is beginning to feel like developers’ time — especially for those who depend on timely releases — isn’t being taken seriously. ABM Sync Fails with “Terms and Conditions Not Signed” Error Despite Acceptance
We are experiencing an issue with Apple Business Manager (ABM) synchronization that is blocking our device management workflow. Issue Description: During the ABM sync process in our MDM, we receive the error: "ABM Terms and Conditions not signed." What We’ve Checked: Logged into the ABM portal as the Administrator and confirmed that the latest Terms and Conditions. Attempted to renew the ABM token on our existing server, but the same error message continues to appear in MDM. Tried creating a brand new ABM server integration, which also fails with the same error. We checked with our MDM provider and they shared the logs, response received from ABM. It says T_C_NOT_SIGNED. But we have already accepted all the new Terms in ABM. We would appreciate any help in resolving this issue or guidance on what steps to take next.

Web View Not Working in MDM ABM Enrollment for Apple TV
During MDM Automated Device Enrollment of Apple TV, the web view defined by configuration_web_url is not working. We are using the web view to display the usage policy for all devices. While the web view functions correctly for other devices, it is resulting in an error specifically for Apple TV. Could you please clarify whether Apple plans to implement support for this feature on Apple TV in the future or if it will not be supported? Device enrollment to ABM failing with timeout during setup
Hello, I’m facing an issue while trying to add iOS devices to Apple Business Manager (ABM) using Apple Configurator during enrollment. When going through the setup process, the device fails to complete enrollment and times out. I’ve tried it multiple times. The device does appear in ABM during the process and I am able to assign it to different MDM servers but since the setup times out and fails, the device is automatically released. I have tried this with multiple iOS devices and it times out on every single one of them. Steps attempted: Factory reset and re-enrollment of the device Ensured network connectivity is stable and tested on multiple Wi-Fi networks Tried the following process using Apple Configurator on Mac (wired): Created a Wi-Fi profile in Configurator Connected the iPhone via cable and used Prepare (manual configuration) Used the “MDM server” placeholder and trusted anchors (as recommended) Linked the device to the ABM organization Skipped Setup Assistant steps Attached the Wi-Fi profile, then prepared and wiped the device Verified that the device should appear in ABM Attempted to assign the device to my MDM in ABM Despite these checks, the enrollment process times out. I’m attaching a screenshot of the error for reference. Could someone advise what might be causing this timeout or how I can further troubleshoot this? Any guidance would be greatly appreciated.
