How can I access a previous version's General Version Information (Keywords, Promotional Text, Description, etc.)

We are using Firebase Cloud Functions as a backend. We created a function to handle App Store Server Notifications, however, it is never called. It is possible to call it manually in a web browser and the same https URL is defined for the app on AppStore Connect. We are making purchases in a sandbox environment. Any ideas? Is the service down?
