TestFlight is currently unavailable.

We have a bike sharing app. We are using AES encryption for http calls. We are encrypting header and body both using the same AES encryption. What should be the value for App Uses Non-Exempt Encryption? Do I need to provide more information related to this to Apple? If yes than what are those?
