Organization membership purchase stuck: order acknowledged, card never charged
Our organization enrollment was approved and our D-U-N-S number accepted, so the entity check is done. We are stuck on the membership purchase itself. Timeline: Tue 18 Aug 2026, 10:34 (GMT+3): submitted the US$99 membership purchase through the manual purchase form. Same minute: received the "Order Acknowledgement" email stating the order request would be processed within 2 business days. Today, two business days later: nothing has changed. Current state: The account shows the organization as "(Pending)". The banner still reads "Purchase your membership. To continue your enrollment, complete your purchase now. Your purchase may take up to 48 hours to process." The membership is still offered to us as an outstanding purchase, exactly as before the order was placed. No charge from Apple has appeared on the card. No further email from Apple about this order. We have not touched the account since placing the order, and we have deliberately not submitted the purchase form a second time: several threads here report duplicate charges from retrying, and none report that retrying fixed anything. We have an open support case and can provide the Enrollment ID and Order ID privately. The contact form in our region offers email only, with no callback option, so we have no way to reach anyone by phone. For context: the same app cleared Google Play review in about a week and is live there now. This is not about the app or the paperwork, we simply cannot get Apple to take our money. Two questions: Is anyone from Apple able to route an acknowledged-but-unprocessed manual purchase order to whoever handles it? Is anyone else currently in this exact state, order acknowledged but never charged? A few recent threads describe the same thing with no resolution, so it would help to know how widespread this is right now.

Apple Developer Program payment completed separately, but not linked to my Individual enrollment
Hello, I am trying to enroll in the Apple Developer Program as an Individual. I initially started the enrollment process through the Apple Developer website, but I did not complete the payment at that time, so the enrollment remained pending. Later, based on incorrect guidance I received from ChatGPT, I purchased a one-year Apple Developer Program membership separately through an Apple Store purchase page instead of completing the payment from within my pending Developer enrollment. The payment was successfully completed, and the Apple Store order now shows the purchase as completed. However, the purchase does not appear to be linked to my Apple Developer Program enrollment. My Developer account still shows that payment is required, and I do not have an active paid Individual Team in Xcode. I have now created a new Individual enrollment, which is currently waiting for payment. I do not want to pay for the membership a second time. Has anyone experienced a similar situation? Is it possible for Apple Developer Support to link the already completed Apple Store purchase to my current Individual enrollment, or would I need to request a refund for the separate purchase and then pay again through the normal enrollment process? Any advice would be appreciated. Thank you.

Apple Developer Program enrollment blocked – unable to complete enrollment
Hello, I’m trying to enroll in the Apple Developer Program as an individual, but my enrollment cannot be completed. I already contacted Apple Developer Support and received the following response: “For one or more reasons, your enrollment in the Apple Developer Program couldn't be completed. We can't continue with your enrollment at this time.” My case ID is 20000145106470. I have already checked my Apple Account information. My legal name, date of birth, phone number, address, country/region, and payment information are correct, and two-factor authentication is enabled. I also tried enrolling through both the Apple Developer website and the Apple Developer app, but I’m still unable to proceed. I currently have an iOS application that I want to publish on the App Store, so I need to understand how I can resolve this issue. Has anyone experienced the same problem? If so, how was it resolved? I would also appreciate it if Apple Developer Support could review or escalate my case for a manual enrollment or identity verification review. Thank you.

Individual enrollment fails with 406 / resultCode 202018, and the Developer app says enrollment is not available for my account
Enrollment as Individual / Sole Proprietor fails on the web with: resultCode: 202018 responseId: ffb30248-8087-4dd3-8eac-cbee3cac6987 httpCode: 406 endpoint: /services-enrollment/submitIndividualEnrollment date: 2026-08-29 The Apple Developer app on both iPhone and Mac does not offer enrollment at all — it says enrollment is not available for this Apple Account and points me back to the website. 2FA is on, legal name matches my passport, region/address/phone are consistent, and I have retried across browsers and devices with extensions and VPN disabled. Most reports I found use resultCode 202000; 202018 appears far less often. Support case submitted, no reply yet. If anyone from Apple can look at this responseId, I would appreciate it. Happy to provide account details privately.

Individual Developer Program enrollment blocked by a trusted device or phone association
I left a previous organization’s developer team and am now trying to enroll as an individual. Apple Support says my trusted device or phone number is associated with another Apple Account, blocking enrollment. However, my iPhone and Mac were purchased new and have never been trusted devices on someone else’s account. I have verified 2FA, account details, trusted devices and numbers, cleaned up my previous account, completed Apple’s requested identity verification, and had Support reset the enrollment state several times. After every reset, both Safari and the Apple Developer app immediately show “Your enrollment could not be completed at this time” after I submit my information. The Operations team also says it cannot identify the supposedly linked account. Has anyone resolved this exact issue? If a server-side association or restriction had to be cleared, or a different escalation path worked, I would appreciate the details.

Individual enrollment rejected and re-enrollment blocked - no response for 3 weeks
Hello Apple Developer Support and Community, I am trying to enroll in the Apple Developer Program as an Individual from Türkiye using my long-standing Apple Account. My initial enrollment was rejected, and I am now unable to retry the verification or submit a new enrollment using the same Apple Account. Timeline: Original support case: 20000125733191 Developer Support replied two days after the case was opened and requested identity documents. I submitted all requested documents through Apple’s secure upload link. Approximately three weeks have passed without any further response, despite my follow-ups. I have also tried contacting Developer Support by phone but have been unable to reach an advisor. Today, I opened a new escalation case: 20000149514442 Could Apple Developer Support please: Confirm that my submitted documents were received. Review and escalate both cases to the Enrollment or Identity Verification team. Manually clear or reset the rejected enrollment state so that I can re-enroll using the same Apple Account. Let me know if any additional information or verification is required. I am not asking Apple to bypass its verification requirements. I am ready to provide any additional information through a secure channel. I simply need a clear response and a supported way to continue enrollment with my existing Apple Account. Enrollment type: Individual Original case: 20000125733191 New escalation case: 20000149514442 Thank you for your assistance.

App Store Connect locked because of an allegedly updated license agreement
Hey, I have the following issue with my App Store Connect / Developer Account which prevents me from adding new apps. App Store Connect tells me there is a new license agreement available that needs to be accepted with the following message: The Apple Developer Program License Agreement has been updated and needs to be reviewed. In order to update your existing apps and submit new apps, the Account Holder must review and accept the updated agreement by signing in to their account. When I go to my Developer Account, there is no updated / new agreement available. It just shows my active and accepted agreement from August 18th. This is not a local caching issue. I had this issue for weeks now. I cleared my browser cache several times, I logged out and back in multiple times, I even tried different browsers and operating systems on different hardware (some of which I never used once to log in to my account before). I also know where and how to accept a new agreement in Developer Account as I did that recently on August 18th when an updated agreement actually was available. And this latest agreement shows as accepted in my Developer Account. But that didn't change a single thing on my App Store Connect status. It still shows the banner and tells me there is a new agreement available. I also have been in contact with support on this topic, but it's just frustrating. After weeks of explaining this over and over again, I'm still being told to clear my browser cache, to check if JavaScript is activated or to "just click on the yellow banner" to be redirected to the right section where I can accept the agreement. I am absolutely stuck with what I can do. I obviously don't know exactly how the backend on Developer Account and App Store Connect work and how data is synced between these two, but my take is that there is something preventing App Store Connect from correctly fetching the license agreement from Developer Account or some kind of data mismatch that throws an error in the background, because of the following: A few weeks ago I needed to update my company information (legal name and address). I've used the membership update form provided in Developer Account and the data had been updated a few days later in my Developer Account. However, App Store Connect still showed my old company data, with the old company name listed as the business entity. I reached out to support because of that for the first time and they escalated the case to the technical team to manually update the data in App Store Connect. They removed one of the old "deprecated" entities in App Store Connect and updated everything with the new data. My company information is now correct in both Developer Account and App Store Connect. However, since these changes were made, I am stuck with that banner in App Store Connect telling me that there is a new agreement available. My guess is that it has something to do with these manual changes from technical support. Some kind of orphaned database entry or a misassigned ID preventing the sync between App Store Connect and Developer Account. I have explained this over and over again to support, but it seems I can't get in touch with anyone who's willing to take a closer look at this.

Charged for Apple Developer Program (Order #W1813389508) but Enrollment Stuck on "Purchase Membership
Hello, I am having a major issue with my Apple Developer Program enrollment. On August 13, 2026, I purchased the 1-year Apple Developer Program membership for 1.029 TL. The payment was successfully charged to my credit card, and I received an official "Order is being processed" confirmation email from the Apple Store with order number W1813389508. However, my Developer account and the Apple Developer app still do not reflect this transaction. When I log in, the portal still asks me to "Purchase your membership" as if no purchase was ever made. I have already provided the requested identity verification documents to Apple Support under Case ID: 20000127369127, but I have not received any resolution or follow-up yet. Because the payment has cleared and the Apple Store order W1813389508 is officially processing, I do not want to make a duplicate payment. Could someone from the Apple team please check Case ID: 20000127369127 and help sync my order with my Developer enrollment account? Thank you.

Apple Developer Program Enrollment Stuck After Payment – No Response From Support
Hi everyone, I submitted my Apple Developer Program purchase on August 23 and received the order acknowledgement email from Apple. The email says the order should be processed within 2 business days, but my account still shows: “Complete your purchase” “Continue to payment” I have not received the membership confirmation email yet. I have already contacted Apple Developer Support several times, but I still have not received a response. I am located in Cambodia, and phone/callback support is not available for my number, so I am unable to contact the Developer Enrollment team by phone. I do not want to submit another $99 payment because I already received the order acknowledgement, and I am worried about being charged twice. Has anyone experienced the same issue recently? If any Apple Developer Support staff sees this, could you please help me check or escalate my enrollment case? I can provide my Enrollment ID privately if needed. Thank you.

Waiting Over 2 Months for Apple Developer Membership Conversion to Organisation
Hi everyone, I’m looking for advice or shared experiences regarding the Apple Developer Program membership conversion process from an Individual membership to an Organization membership. I submitted my request more than two months ago, but the process still does not appear to have started. Current support cases: Case 102844790649 Case 102884491745 I have followed up multiple times, but several follow-up emails did not receive any response, which has made it difficult to understand the actual status of the request. I have already confirmed that: Two-factor authentication is enabled on my Apple Account My organization has a valid and publicly accessible website I am ready to proceed with the migration However, I still have not received confirmation that the migration has officially begun. I would appreciate advice from anyone who has gone through this process: Is it normal for the Individual → Organization membership conversion to take more than two months? Did you receive confirmation when the migration officially started? Were there any escalation methods that helped move the process forward? Is it safe to continue publishing apps while the migration request is pending? Any advice or shared experiences would be greatly appreciated. Thank you.

Dev Account Locked - Waiting 2 months
Apple sent me an email asking for info and I didn't reply so they locked my Apple Developer Account. I replied and provided all of the info they requested. I waited a month and called them. A week later they asked for more info and I provided it. It's now been another month since I've heard from them. My account exists, it tells me that the team does not exist. How do I get back to my account?

Organization enrollment stuck for over a month with no response — Enrollment ID: U6T22S4V22
Hello, I am posting here after exhausting the email support channel, hoping a member of Apple staff can review and escalate my case. Enrollment ID: U6T22S4V22 Enrollment type: Organization D-U-N-S: already registered and verified Timeline July 10: Organization enrollment submitted. July 29: First support request sent (Case ID: 102938938248). July 18: Follow-up sent. No reply. August 26: Additional follow-up sent. No reply. It has now been more than a month. During that time I have received no request for additional documentation, no identity verification call, and no explanation for the delay. The only responses have been automated acknowledgements. The enrollment status has not changed. Our D-U-N-S number was already registered and active before submitting, so this is not a case of a pending or mismatched company record. This delay has put a client project on hold, and I have no way to give my team or the client a realistic timeline because there has been no communication at all. What I am asking for Could a member of Apple staff please review enrollment U6T22S4V22 and escalate it for manual review? I am happy to provide any documentation or verification needed — I simply have no channel through which to provide it. I would also note that a number of recent threads in this forum describe the same pattern: organization enrollments held in processing for weeks, with support cases receiving only automated replies. I raise this constructively — many of us have business commitments depending on these timelines, and even an acknowledgement with an expected resolution date would make a significant difference. Thank you for your time.

Pending Termination Notice – Guideline 5.6.2 Developer Identity – Seeking Help
Hello, I received a Pending Termination Notice today under Section 3.2(f) and App Review Guideline 5.6.2 – Developer Identity. I am the legitimate Account Holder and developer, and I do not recognize any fraudulent activity associated with my account. I have already submitted an appeal to the App Review Board and contacted Apple Developer Support by phone and through a support case. I have reviewed all of my personal and account information. I am fully willing to cooperate with Apple and provide any official documentation required to verify my identity, including a government-issued ID, proof of address, banking documentation, or any other supporting documents. I would really appreciate hearing from anyone who has experienced a similar 5.6.2 Developer Identity termination notice. Has anyone successfully resolved this through the appeal process or additional identity verification? How long did Apple take to respond, and was the app restored afterward? Any guidance or experience would be greatly appreciate d. Thank you.

Pending Termination Notice Under Section 3.2(f) – Seeking Guidance Regarding Developer Identity Verification
Pending Termination Notice Under Section 3.2(f) – Seeking Guidance Regarding Developer Identity Verification Hello, Case ID: 20000132641773 I am seeking guidance regarding a Pending Termination Notice that I recently received under Section 3.2(f) and App Review Guideline 5.6.2 (Developer Identity). I fully respect Apple's policies and have always tried to operate within the App Store guidelines. However, I am struggling to understand the identity-related concerns mentioned in the notice. My Situation I enrolled in the Apple Developer Program as an Individual developer. I completed the standard enrollment process and paid the membership fee. My developer account was approved and activated by Apple. During enrollment, I was not asked to upload a passport, National ID Card, driver's license, or any other identity verification documents. The account has been active for several years. I have multiple published applications and have invested significant resources into their development and growth. My Main Concern The notice states that Apple believes fraudulent or false identity information may have been provided. However: I have never intentionally misrepresented my identity. The name on the account belongs to me. I am fully willing to complete any identity verification process. I can immediately provide my Passport, National ID Card, Driver's License, proof of address, or any other documents Apple may require. Significant Business Impact The termination notice has affected all applications associated with my account. As a result: App transfers are disabled. Earnings payments are paused. Existing applications are impacted. Ongoing user acquisition and marketing campaigns have been disrupted. I have invested heavily in growing these applications, including substantial advertising spend through Meta Ads and other marketing channels. I can provide supporting evidence of advertising activity, installs, traffic, and user acquisition if requested. Questions Has anyone successfully resolved a similar Developer Identity (5.6.2) issue through additional verification? Has Apple allowed developers to submit identity documents after receiving a Pending Termination Notice? Is there any recommended approach when the developer is fully willing to verify their identity but was never previously asked to submit identity documents? I have already submitted an appeal and expressed my willingness to provide any form of identity verification required by Apple. Any guidance from Apple staff or developers who have experienced a similar situation would be greatly appreciated. Thank you.

Thank you.

Thank you.

I have contacted Apple Support several times, but the issue remains unresolved and I have yet to receive any clear guidance. Could an Apple representative please review my case and let me know how I can proceed? Apple Account email: jiasonjiason***@gmail.com Thank you.
