So, they are asking you to create and upload an app that includes something new, innovative, or different — something that makes your app stand out and gives users a reason to choose it over existing apps instead of just copying what’s already available.

Reply to Why Hasn't Apple Accepted My Developer Application???
This is happening a lot these days. Apple is taking longer than usual to approve Developer accounts, even when everything is submitted correctly. I recommend sending a short follow-up email to (itunesconnect @ apple.com) with your Apple ID and mention that your enrolment has been pending for over a week. There’s usually no missing step—Apple is just doing extra verification.

If you haven’t faced any rejection due to spam or serious guideline violations, then it’s better to cancel the current submission and resubmit it — sometimes this can help resolve the issue.

Ready for Distribution Status means that your app is already released/live on app store. You can confirm it by searching your store name on app store.

There is 0.009% chance to get back your developer account , and about your payment it will be processed within 5-6 months , so Don't remove any your business details from your account till you receive that payments.
